Parent Communication Regarding Athletic Eligibility and Transfers

 

We would like to inform you of important requirements related to student-athlete transfers under both Florida law and Florida High School Athletic Association (FHSAA) regulations.

Florida Statute 1006.20 grants students certain rights regarding participation in interscholastic athletics; however, eligibility following a transfer is governed by both state law and FHSAA bylaws and policies. The FHSAA defines a transfer student as a student who changes schools after participating in school-sponsored athletic activities at another school, including tryouts, conditioning, practices, or contests after the official start date of a sport season. Under current FHSAA transfer eligibility rules, student-athletes are generally expected to compete for the first school at which they establish athletic participation during the school year. Students who transfer after participating in athletic activities may only be immediately eligible if they meet one of the specific exceptions recognized by the FHSAA, such as a bona fide change of residence, military relocation, court-ordered custody change, foster care placement, involuntary reassignment by the school district, or other qualifying circumstances. If a student transfers and does not qualify under one of the established FHSAA exceptions, athletic eligibility is not automatic. In those situations, the student and school may be required to submit documentation and pursue an appeal through the FHSAA eligibility and due process procedures.
